Sounds fine. Don't limit the control just to be true/false though: As you suggest, the avionics dialog boxes would be "enable=false" by default. Tthe aircraft's XML can enable the FG default dialog by selecting "enable=default". Later (in 1.2.x maybe) allow for "enable=custom" so that (amongst other things) the Cessna's KAP140 autopilot simulator can be extended to allow it to be controlled by dialog-box instead of clicking on the buttons. But that's for later. To fix this in time for 1.0.0, just the "false" and "default" options would be fine.
