This one is easy to test, just rename the Textures.high directory in the
root of the base package to something else. This will prevent FlightGear
from using high resolution textures and revert to low resolution
textures instead.

I renamed c:\fg099\data\textures.high to c:\fg099\data\textures.high.old

Also downloaded and extracted into the c:\fg099\bin\win32 folder the
FGFS-win32-20051218.zip binary that had been suggested.

I also renamed the c:\fg099\data\textures.high folder to
c:\fg099\data\oldtextures.high in case FG099 parsed the folder name
from left to right

I have run outta ideas and hopefully after the holiday season someone
else with a fresh view might be able to suggest something.
You should post the content of the fgrun preferences files located at :
%APPDATA%\flightgear.org\fgrun.prefs
( If you don't know what %APPDATA% means, open an command line window
and enter ( at the prompt ) :
set APPDATA
then replace %APPDATA% by the string after the printed '=' )
