If you login to the master as an Admin, when you use the /setup_uedit
page to add users, you are offered the option of creating the User in
just the master or for the group:
Scope: Apply changes to this repository only.
Apply changes to all repositories in the "Some" login group.
I wonder if there should be a setting for the ``allow users to
register'' feature that can be enabled in the master that will copy the
registration to the group as the above mentioned setting allows the
Admin to do.
