The format option is per-comment, and you can’t edit it after posting it.  Each 
comment can have a separate format, so it resets to its default when adding 
another comment.

It’s somewhat confusing that adding a comment is part of the “edit” function, 
because most of what’s on the page is “edit,” but the new comment bit is 
“append” only.

I use mixed comment styles all the time.  Mostly, it’s because I set something 
like wiki format for the initial well-thought-out comment, and then if I later 
add comments, I’ll be lazy and do it in plain text format.

I have never managed to get Fossil to change the format of the original comment 
by appending a later comment.
