The format option is per-comment, and you can’t edit it after posting it. Each comment can have a separate format, so it resets to its default when adding another comment. I use mixed comment styles all the time. Mostly, it’s because I set something like wiki format for the initial well-thought-out comment, and then if I later add comments, I’ll be lazy and do it in plain text format.
