I've not done anything special. The only commands I use are

fossil new test.fossil

fossil open test.fossil

fossil add .

fossil commit -m

fossil close

I am wondering if the case sensitive(linux)/insensitive(Windows 8.3 filename) could be the cause for this behaviour.

As a test case, I tried creating a new test.fossil in linux. Opening the same in windows gives

Fossil internal error: read permission denied for repository test.fossil

I'd really like to be able to update the old files with current project information.

Thanks for the help. Hope we shall be able to get it resolved.

I don't know what the cause of the problem is.

The message you are getting is a result of defenses against database
    corruption described here:

    https://www.sqlite.org/howtocorrupt.html#_multiple_links_to_the_same_file
    <https://www.sqlite.org/howtocorrupt.html#_multiple_links_to_the_same_file>

Somehow you have set up your system so that you have multiple hard
lines to the same repository database file.

Do you mean hardlinks, or something else?

    I'm not sure how you've
done that. But it can lead to repository database corruption if you
attempt to write to database. For that reason, Fossil does not allow
    you to write.
