To be honest, I'm not sure.
I know it varies with the Control Station type (CP-10/30/40/60, CmP-15/30,
AW-I, microI/A, etc)
If I was dealing with this issue, I would compare the performance across the
stations while uploading and see if I could determine that.
I also suspect that it is linked to the amount of broadcast traffic in the
plant. This is harder to analyze without FoxWatch, but it should be
examined.

We have been experiencing some problems with our I/A system

This error occurs almost all the time and with any parameter
of any
variable.
I would appreciate if anybody has any insight into this kind
of
problem.
