Yes. This was correct for old versions.
However, with FM 2019 (as far as I recall) FM was updated,
so that it observes settings like scaling for your monitor, etc.
And obviously also the mouse pointer.

FrameMaker isn't a normal Windows application. Since FM9 it has used a 
proprietary UI layer instead.
