Try running it from the directory explicitly.
For my system it would be /usr/local/etc/raddb
Or get in the directory and ./raddb

I'm sure this is simple, but...

How do I run freeRADIUS when logged in as a user other than root?  When
I try now, I get an error akin to "File not found, etc..."
