Yes, I believe so. These variables exist in the freevo_conf and can be
changed/added to the local_conf:
COMMDETECTSERVER_UID = 0
COMMDETECTSERVER_GID = 0

COMMDETECTSERVER_IP   = 'localhost'
COMMDETECTSERVER_PORT = 6667
