I'm running Fvwm built from CVS. If I understand fvwm-menu-desktop it's looking for .desktop files in /usr/share/gnome/apps or applications. I came to the conclusion that the "right" way to build these menus is to use the XDG specified XML files. I don't remember the whole spec but I did find xdg-menus produces useful menus.
