Yes, however it probably won't be stable from day one.  What we are trying to 
do is work towards a Ganglia 3.1.x release.  The first step to do that is to 
create a 3.1.x branch and then work on stabilizing that branch.  Once the 
branch is stable, we will create the release and then take measures to maintain 
the stability of the branch from then on.
