Bernard,
Are we ready to produce a beta from the 3.1 branch? I think it would be
good to try to roll a 3.1.0.xxxx beta tarball out and announce that it is ready
for testing. If testing goes well, then we should push a 3.1.1 release
candidate out soonish.
