I can't speak for what encoder cbsnews is using, but two things: 1) You can encode into flv using ffmpeg from just about any format you can imagine. Just google your input video format, ffmpeg, and flv. For example: "mov to flv using ffmpeg" 2) If you want to watch youtube videos offline, just use this web tool or use google to find a million alternatives: keepvid.com.
