As far as I know GeoServer only publishes the layer tree but cannot tell
a client what layer is supposed to be on or off.
If drawing is very slow you might want to consider restructuring your layer
tree, breaking it down in smaller separate chunks, or play with scale
dependencies in SLD, so that fewer data is painted as you are zoomed out.
