Btw Justin, if you are listening (cc'ed you on purpose) I was thinking that
probably this thing could be approached by separating security per se
and these dynamic filters, and have a filtered catalog wrapper that sits on top
of the secure catalog

Not sure though.

The other approach one could follow to solve this is to back out the catalog
filter and modify all the capabilties documents builders instead,
which if of course
annoying and maintainance heavy (every time we add a new version of a protocol
or a new protocol we'll have to remember about the advertised flag)
