The problem is "Connection refused" I have pasted a stack trace below.
 
I accept it looks like a Proxy issue. However, I have the same proxy settings 
in geoserver 2.1.2 and it works fine. I have set them both up  (2.1.2 and the 
nightly build below) and I can see 2 requests (on both occasions) going through 
fiddler and getting a HTTP 200 and a response returned.


The network layer has been changed in the meantime to allow for basic 
authentication to work,
along with some flow control (maximum number of parallel requests that can be 
sent to the
remote server).
By default we're now using Commons HTTP client, I guess that code does not work 
as expected
if you set the proxies via system variables (I may be wrong here).

So yeah, my guess is that adding authentication support broke proxy support
based on the proxyHost/proxyPort system variables:
