Since maintenance cost seems to be a big deal, another option is to add a new EPSG plugin module to read the EPSG database that proj is now using: https://proj.org/resource_files.html#proj-db
They are using sqlite to collect and index the inserts here: https://github.com/OSGeo/PROJ/tree/master/data/sql Seems like it'd be good to a) offer an alternative you can share effort in maintaining, and b) offer a compelling compatibility story between proj and geotools. What do you think? Has this been thought or tried already? Any reason to not go this way as a tertiary model or even migrate to it as the main epsg factory?
