This is always possible, provided that the BBC have made multiple versions of the program available. If they have, get_iplayer will always allow you to choose which of those versions you prefer.

No. If you configure get_iplayer with a comma-delimited list of your prefered versions, it will attempt to download them in the order specified. E.g.
versions original,podcast,shortened in your config file or --versions=original,podcast,shortened on the command line.
And when versions are 'shortened'? ... e,g, when the 'listening project' used to cut off 5 mins from a programme I used to find that short version was what I get simply using the PID in the daily shedules - even though the 'full length' broadcast later on had the same PID. Should I have used the 'versions' to select this or a different PID?
Yes. I'm not sure why get_iplayer gives higher priority to the shortened version over the original, but if you always want to ensure you're getting the original broadcast version, use --versions=original on the command line or versions original in your config file. If there are only shortened, podcast or editorial versions available, get_iplayer will not download anything and will show you an error.
Also, what about podcast-only items? IIUC current versions of gip don't access these? Or am I wrong? The BBC seem determined to make more of them than before.
If a program only has one version available full-stop, in this case it would be the podcast version, get_iplayer will download that version.
