My redhat 6.2 system does.  Furthermore, my gimp installation (from source
but a few minor versions behind) put a gimp.mo and a gimp-libgimp.mo in

 /usr/share/locale/de/LC_MESSAGES/

and not in region specific places under

  de_AT
  de_BE
  de_CH
  de_DE
  de_LU
