I've use MI/X in the past, which is no longer free for Windows, but 
still is for Macintoshes.  I've also used Exceed and Reflections/X.

Cygwin is very cool.  It gives you a Unix shell (bash) and all the 
familiar apps on windows.  ps & kill work.

X works well as does ssh.  It's not as fast as Exceed or Reflections/X, 
but it's good enough.

Now if I could find a free NFS client for XP/2k/98 I'd be all set.
