  I do not know the details, but I do know it is possible to control
"SpeedStep" from software.  Most Windoze laptops load a little icon that
sits in the system tray, and you can use said icon to force the "slow" or
"fast" speeds.

  All of the files related to said icon had Intel stamped all over them,
which leads me to suspect that Intel provides a pre-built kit for OEMs.
