Wouldn't you agree that legal requirements and the requirements of fair-play are two separate issues? For instance, the Indian Express was reportedly caught in the drive in Delhi against having offices in residential premises. But that doesn't mean it is not capable (or not expected) to do good journalism. Which it does, fairly well, imho.
