differed over whether the Citizenship Amendment Act of 2019 violates the
constitution and also over whether the rules notified on Monday should be
stayed till the 200 plus challenges to the Act, which have been admitted by
the Supreme Court, are heard and decided. Their divergence of opinion is
marked and very clear and obvious. It illustrates two completely different
attitudes to and responses to both the 2019 Act and the rules which were
notified on Monday 11th."
