IntelliJ is not free but it's the best Java IDE in my opinion [?] It's not a big deal to code in vi/vim (or any low-level editor) as long as your code does not depend on too many third-party libs ( i tried this in the past while coding Java Core in an attempt to know by heart a large part of JSE).
