This frequency range is ITU-regular and belongs to the European HAM radio region
to 3949 kHz - not for broadcasting services at all,
[different in Far East Asia, KGZ, CHN, JAP, KOR, KRE
which BC start from 3900 to 4015 kHz etc. etc. }

but limited use of International Broadcasting on range
3950.001 to 3999.999 kHz here in Europe,

except Vatican Radio used approx. 4005 and 4015 kHz outside
some decades ago.
