*Summary*

Basis and URE layer installed below Brand layer, name of Basis layer changed
from "Basis 3.0" to "Basis" (Windows only).
*Description*

In cws native196 the location of the Basis and URE layer is no longer
set dynamically during the installation process, but is now fixed
below the Brand layer. Therefore it is no longer possible, that
different products like OpenOffice.org and URE share the same layer.
In the same context the versioning of the basis layer is no longer
required, so that the name was changed from "Basis 3.0" to "Basis".
All this changes affect only the Windows OS.
