There is no way to force the user to accept AGPL before download. You need to 
agree to the “Terms of Use” before download. In the Gallery text you can write 
something like: “By accepting the TechNet Terms of Use on download you agree to 
the AGPL license that governs this project and its source code.” That the only 
way. 

Is that enough?

As far as I can see, none of the licenses listed in your previous mail is 
compatible with the AGPL.
If you're allowed to publish your code under the AGPL, then you're OK.
People who download your software need to accept that AGPL license.
