Your email was quite clear as to how difficult it is to add tagging to an
existing PDF. However, I really need to be able to tag existing PDFs and so
I am just checking all my options.

What do you mean by "where each paragrapgh start & end"? Are you referring
to the coordinates position of each paragrapgh? I do not have the coords of
each paragrapgh, but I have all the words in the image-based PDFs and their
coordinate positions (i.e. llx,lly, urx, ury) and font size.

There are no tables or header or footer , etc. I am simply inserting the
words in the PDF at their specified coordinate position.
