In PDF bookmarks, it appears that GoTo (linking to a location in the current document) starts page numbers from 1, but GoToR (linking to a location in a different document) starts page number from 0.
To demonstrate, I have used iText to create two simple PDF documents (attached). Both documents are identical, except that the GoToR links from file_1 go to file_2, and vice-versa. This setup allows you to easily compare the results of clicking on either a GoTo or GoToR bookmark. Store both documents in the same directory, and then open file_1.pdf, and start clicking on the bookmarks. Notice that "GoTo Page=2" takes you to Page 2 of the current document, but "GoToR Page=2" takes you to Page 3 of the other file. I would expect Page=2 to always go to Page 2, not Page 3. Am I missing something? Can someone confirm that GoTo and GoToR really do use different bases for page numbering, and that this is by design? (I just found the PDF spec, which explicitly states that GoToR starts from Page 0, which is what I am seeing. Is there a reason that GoTo does not use the same numbering? I'm confused by the inconsistency.)
