OK, this does seem to be the case as the parallel port works fine with lmilk and your CMOS buffer arrangement. I just assumed they should be pulled to +5V (from other things that I've read).


To check the parallel port voltages try running the command:
lmilk -2
As well as reading I2C data from pin 12 and 13 this command switches D0 to D7 to produce an output voltage. If you then measuring between pins 2,3,4,5,6,7,8,9 and 25, because these pins are outputs they should produce some sort of reasonable voltage on any computer.

Yes, you are right -- they get +5V.

I'm interested as to what weird arrangement could lead to the parallel port having such voltages (but I guess it doesn't matter too much to the business in hand).
