Sounds like your computer might be going to "sleep" rather than shutting down properly. Although I don't hear JAWS announce the name of the overlay window (if you do a window list keystroke command with shift-f10 you will find this), I do experience similar things from time to time. I don't think it's anything to worry about. Maybe try doing an actual restart (as in, using the restart option in the shutdown menu). This will ensure that anything that's gone off is reset, and any updates awaiting will be properly installed.
