Actually, it is not called user mode, it is the verbosity levels for Jaws, and Mike has already given a brief overview of how it works. In addition, all 3 levels of verbosity are configurable. Just trying to keep the terms correct, because if new users of Jaws go looking for the wrong terms, they will not find what they are looking for.
