The voluem up/down hotkey works, but inconsistently for me. It's quite strange. You can increase or decrase the volume through the audio menu, but using the hotkeys would be more convenient. Unfortunately results are unpredictable with it.
I haven't really looked into this, but I believe it is possible to completely remap all VLC keyboard commands. Thus, JAWS users could adopt different volume control keystrokes.
