Command line is not that popular you know,
That's why I prefer not talking about it myself, if it is not a must use
case.
Although a batch script to do the whole task for more convenient set
of hotkeys, could be a good idea.
Even if it requires more digging. I believe its worth it.

Re map is a good solution, The problem is its a tough task.
I've played with a little and gave up on it.
I might give it another go sometime.
I think It needs a sighted help to be done.

I haven't really looked into this, but I believe it is possible to
completely remap all VLC keyboard commands. Thus, JAWS users could
adopt different volume control keystrokes. However, as I said, I've
never looked into this; frankly I've always found it much simpler to
use default keys; it also helps when trying to explain to someone how
to do something, of course.

that list is for general usage, and the VLC wiki provides more
complete and up to date lists.
and the important key for volume change doesn't work that's only with
jaws users unfortunately.
