Well, that's because it's called the Applications Key. Haha it, or shift-f10 if you want the extended versions, opens up the context menu, which is called that because it's contextual/dependent on what sort of item you are focused on.

The context menus are one of the most integral/useful parts of windows for most people. In some cases it's hard to imagine using certain applications without them.
