Because they claim customer feedback which shows that people can't find
menu items if they're hidden through to many layers (read submenus),
can't memorise/visualise where they are. I've seen some explanations
which put this forth, but i don't have URL's to hand to find them.
instead of things being layered horizontally as a basis, they are being
layered more hierarchically and in shorter cross-sections. The blind
have to fight against or with a stronger tide, is what it amounts to.

The bottom ribbon (which I called a line) has sub parts, which the
JAWS virtual ribbon feature makes look like the sub menus on the top
line menu familiar to most of us. The whole point of the JAWS virtual
ribbon menu is to create the appearance of the top line menu/sub menu
combination.
All of this said, navigating ribbons is a bit like navigating a ship
