This is what I do-
When I first load a composition in Sonar,
1. I maximize my application windows with alt+spacebar then x
2. I maximize my child window with alt+ "minus) then x
3. I shift+down arrow then shift+up arrow in order to display all my tracks
4. Sometime throughout working I may need to repeat step 1 and 2
occasionally
When I am not able to get control+application keys to work I maximize the
strip using  the "maximize strip" located on each track.
I also notice that sometime the control+app keys don't work because what you
need instead is only application key and not control +application
It also helps to route to track using the "grave accent" key and then try to
do control+app or simply "app" key.

have had this problem, see my post about finally figuring out the insert
send thing.  First be on the track name.  Next if that doesn't bring it up
what I did is go into process menu with alt p.  Then escape out of it.  Not
really do anything, just go into the menu, this made the context menu work
for some crazy reason.  Now I nev er have to do that, it's just there as
soon as I insert the audio track.  Hth.  But it's probably just my quirky
computer.
