I have two identical monitors hooked up to my desktop.  So, I'm not removing
and adding new displays.

However, when I log in, I can confirm the panel gets applied to whichever
display had the mouse at the time, not the primary screen.

The same happens when I'm changing Display Settings.  Changing the primary
display in Display Settings does not correctly place the panel.  The panel
always ends up on the screen with the mouse.

When applying changes, the panel will flip back and forth between the two
screens 5 -6 times before settling on a screen. Again, it ultimately settles on
the screen with mouse, and not the primary screen.
