My setup is nearly the same, and I do see the same problem. However, setting
the file permissions of plasma-org.kde.plasma.desktop-appletsrc to readonly
after setting the relevant lastScreen to 1 at least helps, when restarting the
plasmashell after logging in. I've pondered whether I should set up a simple
plasmashell-restart script to autorun after logging in, but I did not have the
heart to do that – yet.

I wonder: Does plasmashell get started before kscreen2? So that it fails to get
the correct display configuration at startup?
