I am on Kubuntu 16.04 and when I encounter big problems, I delete the files in ~/.local/share/kscreen and then use System Settings to set the displays as I want them. In my opinion the worsening indicates that work is being done in this area and has yet to be completed. The release schedule for 5.7 can be found here: https://community.kde.org/Schedules/Plasma_5. By scrolling down the list you will see that every week a new version is released, ie 5.7.1, 5.7.2 and thereafter it is about every fortnight.
