Why a complete second window? Why not simply use a split-screen like what is done in many existing editors - including Visual Basic 6?
In VB6 you had a little bar in the top right above the scrollbar if I remember correctly. Simply drag the bar down and you have a horizontal split-screen showing the same file. That way you can reuse the statusbar, probably keyboard shortcut handling etc too.
