Lazarus 13085.
I try to rebuild lazarus from IDE itself.
Got:

That strange !!
Well...
Run lazarus.exe directly, try to rebuild.
OK, lazarus.old.exe on itself place!
Startlazarus.exe now is unneccessary ?
