You should not build the starter from the IDE, if you started lazarus with
startlazarus.
That strange !!
Well...
Run lazarus.exe directly, try to rebuild.
OK, lazarus.old.exe on itself place!
Strange. Normally this fails, because you cannot replace the new lazarus.exe.
