It is almost a year until the world radiocommunication conference, but to
my surprise there is already an agenda. (I am also amused that there is a
pre-meeting meeting in April)

Anyway, I was expecting the agenda to include an item following up on
WRC 15 resolution 655 which said that the working group on the future of
leap seconds and UTC should report back to WRC 23. But I can't find
anything like that.

Does that mean I am looking in the wrong place? Or that the agenda is
still in flux? Or that the WRC is only going to listen to the report and
not make any decisions about it?
