The problem is that I'm not using dhcpcd. I'm using dhcp-client
(dhclient). It does not appear to have such an option. I'll migrate to
dhcpcd and see whether that helps.

Yes, but we actually WANT them to overwrite resolv.conf (maybe adding
loopback also, under some circumstances).
