Yes, that is correct.  For drivers/of/unitest-data/Makefile, we have
entries like:

DTC_FLAGS_overlay += -@
DTC_FLAGS_overlay_bad_phandle += -@
DTC_FLAGS_overlay_bad_symbol += -@
DTC_FLAGS_overlay_base += -@
DTC_FLAGS_testcases += -@
