No, the monitor doesn't turn off.
I know that the devices get no power, by checking the LED on the optical
mouse, as well as by hitting Caps Lock and getting no light from the
corresponding LED on the keyboard.

They loose power as soon as I disconnect a low speed device from the
monitor hub. And at that point I can't ping the computer anymore.

Well, yes. The devices loose power and I can't ping the computer. And this
happens whether I manually disconnect the mouse/keyboard or press the
button on the switch.
