I belive that I know who is the developer. He has already developed a
patch to add such functinality to w3m.
There is a page about his patch:
http://www2u.biglobe.ne.jp/~hsaka/w3m/#m17n
although it is written in Japanese. Tarball of full source tree is
available as
http://www2u.biglobe.ne.jp/~hsaka/w3m/patch/w3m-m17n-0.10.tar.gz
I am also developing the same kind of patch. Latest version is
available via the page:
http://pub.ks-and-ks.ne.jp/prog/w3mmee/index.shtml.en
My work is only provided as a patch to w3m-0.1.11-pre, which is
available as
http://mi.med.tohoku.ac.jp/~satodai/w3m/src/dev/w3m-0.1.11-pre.tar.gz
