You need to install a desktop environment in the chroot, for example sudo ltsp-chroot -m apt-get install ubuntu-mate-desktop
Then the appropriate <CHROOT>/usr/share/xsessions/mate.desktop file will appear and LTSP_FATCLIENT will default to True.
