Do you use LTSP4.2, right?
There must be the
http://ltsp.mirrors.tds.net/pub/ltsp/utils/ltsp-server-pkg-ubuntu_0.1_i386.deb
<http://ltsp.mirrors.tds.net/pub/ltsp/utils/> package installed on
your LTSP server. Without that LocalDev will not work.
